M90 Halbeath Roundabout, Junction 3 | Major Works

Halbeath Roundabout at Dunfermline is set to benefit from an £800,000 investment as part of a major programme of works commencing in early 2025.

The essential maintenance is due to be undertaken by Amey, on behalf of Transport Scotland, over twelve weeks between Sunday 12th January and Tuesday 8th April.

The roundabout is a key part of Fife’s transport infrastructure, providing interchanges to the M90 and A92 as well as local roads to Dunfermline.

The work will involve resurfacing of the roundabout circulatory, renewal of bridge joints, as well as upgrades to traffic signals and road markings, and the introduction of intelligent road studs.

To ensure the safety of roadworkers and the travelling public, traffic management will include a series of overnight and full weekend closures of M90 slip roads, with partial closures of the roundabout. (Please see below Construction Programme for further details)

Unfortunately, due to the nature of these works, it is likely that there will be an increase in noise levels during nightshift hours. Amey are working to programme operations to minimise any disturbance as much as possible.

 

Location

Halbeath Roundabout is an extremely busy part of the trunk road network with around 43,000 road users per day. It serves a vibrant retail park and a densely populated residential area.

In addition, it provides key links to Dunfermline City Centre with access to public transport services. There are a number of educational facilities, a hospital and a football stadium all in relatively close proximity.

The essential maintenance must be delivered in a manner that helps to minimise impact across a broad range of stakeholders, including the local authority, emergency services, bus and transport companies, the business community, local community and general road users.

We appreciate that any work we carry out at Halbeath Roundabout is likely to be disruptive for sections of these stakeholders at different times. However, this short-term impact will be offset by the long-term gains that the work brings, in terms of reliability and safety, to users of the roundabout.

Scheduled Construction Programme: Sunday 12th January 2025 – Tuesday 8th April 2025

January to March 2025

Overnight Lane Closures

-           Sunday 12th January to Friday 7th February (8pm - 6am each night).

-           Wednesday 6th February to Thursday 13th March (8pm - 6am each night).

-           All roads entering and exiting Halbeath Roundabout, as well as the roundabout itself, will have lane closures on them.

 

February 2025

Overnight Roundabout Lane Closures/Slip Road Closures/Sanderling Way Closure

-     Sunday 2nd February to Tuesday 4th February (8pm - 5am each night).

-     Work will be undertaken using lane closures on Halbeath Roundabout and closures of all M90 slip roads at the roundabout.

-     Sanderling Way will be closed in both directions to the roundabout at Whimbrel Place during this phase. Access to Fife Leisure Park at Whimbrel Place will still be available.

-     Only east to west, and west to east, movements across Halbeath Roundabout will be maintained. Traffic will be able to travel on the A92 (both to and from the Crossgates direction) and the A907 (both to and from Halbeath in Dunfermline).

 

Shuttle Bus

-     There will also be a shuttle bus provided between Halbeath Road and Fife Leisure Park during this stage of work.

-     The shuttle bus will be in operation from 7:45pm to 12:15am each night between the leisure park and the college bus stops on Halbeath Road. The shuttle bus will loop continuously during this period.

-     All roads will be reopened by 5am to accommodate the first bus programmed to use this route at 5:10am.

 

March 2025

Weekend Contraflow on the roundabout/Lane Closures

-            Friday 14th March to Monday 17th March (8pm on Friday - 6am on Monday).

-            Friday 28th March to Monday 31st March (8pm on Friday - 6am on Monday).

-            Sanderling Way will be closed in both direction to the roundabout at Whimbrel Place during this phase. Access to Fife Leisure Park at Whimbrel Place will still be available.

Overnight Contraflow on the roundabout/Lane Closures

-            Monday 17th March to Friday 28th March (8pm - 6am each night).

-            Monday 31st March to Tuesday 8th April 2025 (8pm - 6am each night).

-            Sanderling Way will be closed in both direction to the roundabout at Whimbrel Place during this phase. Access to Fife Leisure Park at Whimbrel Place will still be available.

There will also be a shuttle bus provided to and from Halbeath Road and leisure park when there is contraflow traffic management in place, between Friday 7th February and Sunday 9th February, and on relevant weekends/nights between Friday 14th March and Tuesday 8th April.

Proposed Diversions

The following diversions will be in place during the proposed works programme:

Sanderling Way - When Sanderling Way is closed in both directions while the temporary TTM is in operation, local diversions will be in operation as detailed below.

M90 Northbound Junction 3 Off Slip - There will be 2 advance diversions in place and a further diversion if the advanced are missed. When the temporary TTM is in operation (primarily between 8pm and 6am) diversions will be in operation as detailed below.

Communication & Engagement

We intend to issue further communications at each stage of work with confirmed information of the work timings and traffic management that will be in place.
